Energy Strategy



 

Following a broadly-based consultation process the gouvernement du gouvernement du Québec has released its energy strategy, defining goals and actions for the period 2006 to 2015. Guidelines have been established by the Government for each energy sector.


Hydroelectricity

Québec’s energy strategy is primarily based on the resumption of hydroelectric development at an increased pace. The Government intends to launch hydroelectric projects to create an additional 4,500 MW of generating capacity, involving new investment of around $25 billion and the creation of roughly 70,000 jobs over 10 years.

Wind energy

The Government has focused on the development of existing wind energy potential that can be connected to the Hydro-Québec grid, with an objective of 4,000 MW by 2015. Wind energy will provide Québec with a substantial amount of power, within a relatively short timeframe and at a competitive price.

Energy efficiency

The Government intends to place energy efficiency at the heart of its strategy. The Agence de l’efficacité énergétique will be responsible for drafting an overall plan for making better use of energy, which will define key actions for all forms of energy. However, the Government will focus primarily on the transportation sector, which is almost totally dependent on petroleum products. This is the sector in which the largest reductions in greenhouse gas emissions are possible.

Energy innovations

With its new energy strategy, the Government has also focused on innovation in the energy field, and on research and development in the energy sector, in order to promote the use of the most promising technologies. The Government will increase the pace of development of new energy technologies and take full advantage of existing potential. Here too, the Government will give priority to renewable energy.

Oil and natural gas

In the energy strategy, the Government details several ways to increase the security of our supplies of oil and natural gas and diversify the sources of supply. It intends to take full advantage of Québec’s assets in terms of geological potential and geographic location. It will clear the way for major investment by introducing a suitable environmental framework, dissipating doubts about ownership of the resource, and ratifying an agreement with the federal government.

Legislative framework

Some of the guidelines and priority actions detailed in the strategy will require legislative and regulatory amendments. For this reason, the strategy defines a legislative and regulatory framework to provide an effective response to challenges in the energy field. Several initiatives will be launched in the coming months.
